The Lagos State governorship candidate of the All Progressives Congress (APC), Dr Kadri Obafemi Hamzat, has presented his development manifesto, titled The Lagos Promise (Ìlérí Èkó), outlining his vision and policy priorities for the state ahead of the 2027 governorship election.

Hamzat, who is the incumbent Deputy Governor of Lagos State, unveiled the manifesto on Friday at the Main Dome of the Wole Soyinka Centre for Culture and Creative Arts, formerly the National Arts Theatre, Iganmu, Lagos, alongside his running mate, Princess Damilola Sonayon-James.

The presentation, organised under the President Bola Ahmed Tinubu-Kadri Obafemi Hamzat (PBAT-KOH) campaign platform, was designed to communicate the candidate’s development priorities and proposed strategies for sustaining progress while addressing emerging challenges in Lagos.

Speaking on the manifesto, Hamzat said his administration, if elected, would prioritise the completion and connection of existing rail lines, improvement of road and water transportation, expansion of affordable housing and strengthening of security across the state.

He also identified healthcare delivery, education, skills development and employment generation as critical components of his development agenda.

The APC candidate said his vision included equipping young people with relevant knowledge, technology and practical skills, while creating more opportunities for entrepreneurs, small businesses and traders to thrive.

On environmental management, Hamzat promised to strengthen waste management systems, improve drainage infrastructure, intensify flood prevention measures and protect coastal communities.

He further emphasised responsible governance, accountability and prudent management of public resources, stressing that development must translate into improved living conditions for residents across the state.

Hamzat said his proposed administration would build on the foundations established by successive Lagos administrations, while improving areas requiring greater attention and embracing new ideas to meet the changing needs of the state.

He described his commitment as building a Lagos that is safer, more accessible, prosperous and inclusive, where opportunities reach every community and residents have a stake in the state’s future.

The manifesto presentation comes against the backdrop of the APC’s campaign message of continuity and shared progress, with Hamzat seeking to sustain the development trajectory associated with the administrations of President Bola Ahmed Tinubu, Babatunde Fashola, Akinwunmi Ambode and incumbent Governor Babajide Sanwo-Olu.

The Director-General of the PBAT-KOH Campaign Council, Senator Musiliu Obanikoro, had earlier explained that the campaign was anchored on continued shared progress and inclusivity.

Obanikoro said the principle of continuity was not about repeating existing policies without improvement but protecting successful initiatives, correcting shortcomings and building on established achievements.

He also disclosed that the campaign had consulted traditional rulers, religious leaders, market women, traders, young people, professionals, artisans and community leaders to incorporate their concerns and aspirations into the development agenda.

The manifesto is expected to provide a basis for public engagement and scrutiny of Hamzat’s proposed policies as political activities gather momentum ahead of the 2027 governorship election.
